In 1980s New York, the Russian Mafia has taken control of the drug trade. The police are left crippled by the brutal war they are waging. Two estranged brothers, whose lives have led them to the police and the criminal underworld, will be forced to choose sides again, choices which will determine the outcome of the bloody conflict.
