Synopsis
Ramirez is a congressman intent on ending organized crime. When his policies put one mobster behind bars, the gang boss, Alvarado, has Ramirez's brother kidnapped in revenge. When Ramirez doesn't pay up immediately, he receives his brother's head in a box. Meanwhile, Alvarado convinces a mute that he has only months to live, in order to persuade his to take on a daring hit.
