A film producer, though innocent of any wrongdoing, has his assets seized by the IRS. With the help of a female tax attorney, he secrets some of his assets from the IRS and stays just one step ahead of IRS agents and federal marshals. His attorney then convinces him to make a film about the 16th Amendment which questions the U.S. Government's right to levy taxes.
